Investigating Japan's Immigration Model

In 2018, Japan accepted 84,042 applicants from around the world who sought to live and work in the country. Of this number, 60,165 were placed in the “Trainee” category, 8,941 in the “Specified Skilled Worker” category, and 14,936 in the “Technical Intern Training” category. These numbers represent an increase annually since 2010, when 39,344 foreign nationals were placed in the country.

In response to the influx of foreign nationals and refugees, Japan has taken a number of measures to reduce the impact on the country's culture, language and customs. For example, foreign residents must acquire a special residence permit, which requires an examination of language proficiency and an understanding of Japanese customs and culture. Additionally, Japan restricts the amount of land that may be leased or purchased by foreign nationals.

Despite these measures, the Immigration Control and Refugee Recognition Law of 1982 allows Japan to accept humanitarian refugees, such as people who are escaping persecution or civil war. Qualified applicants for such status must still pass a language proficiency and knowledge test, however.

It is impossible to know how the number of foreign nationals living and working in Japan will change in the coming years. As a result, the Japanese Immigration Bureau is closely monitoring the situation and their system for immigration in order to make sure it remains effective.
